Numbers marked “Estimate” or called a “rough guide” have little research behind them, or vary between studies. The effect of the yellow garbage bags is the maker’s claim. The temperatures of things in the garden, their ultraviolet and near-infrared reflection, and the limits of dark adaptation are rough values chosen for display.
Animal vision here is a stand-in based on research on how their eyes work. We do not know if animals really sense the world this way. Human vision (low vision, myopia, color vision, etc.) is also a rough guide and differs a lot from person to person. Do not use this to diagnose eyes.
